OUR HISTORY Through the Years Maryland Essentials for Childhood was created in 2014, but the stepping stones to this collective impact initiative began taking shape decades earlier. 1974 Child Abuse Prevention & Treatment Act (CAPTA) enacted into Federal law. 1999 State Council on Child Abuse and Neglect (SCCAN) established by the Maryland General Assembly. 2006 SCCAN creates the Prevention Workgroup. 2007-2009 SCCAN’s Prevention Workgroup team participates in The PREVENT Child Maltreatment Institute funded by the Doris Duke Foundation and the CDC. 2012 SCCAN adopts CDC Essentials for Childhood goals to direct its work. 2014 SCCAN Prevention Committee expands and becomes Maryland Essentials for Childhood.
